Def: “RPP” – stands for Rockfish Pilot Program or Rockfish Demonstration Program (the latter being its official name in legislation) for the Gulf of Alaska rockfish fisheries. It was a 3-year experiment designated into law by former US Sen. Ted Stevens as part of his infamous Rider in the 2004 Consolidated Appropriations Act. Cong. Richard Pombo (R-CA) and others were approached by rockfish LINKED COOPERATIVES lobbyists and “The Pombo Amendment” was used to extend the RPP another 2 years (effective through 2011). The NPFMC is attempting to roll this bad experiment into a permanent Rockfish FMP without full analysis of its harmful effects, such as RESTRAINTS OF TRADE. They want to select a PREFERRED ALTERNATIVE (instead of returning to “status quo” via Alternative 1) by June of 2010 to keep the species-by-species march of PRIVATIZATION (rationalization) alive for the sake of a few would be millionaires.
